For more than 23 years, Leonard has called Inglewood home. He has seen the city grow, change, and transform, and he believes that transformation must work for the people who live here first.

Leonard is the founder of LRS Plumbing, a local company he started in 1997 with a simple belief: hard work, honesty, and service can change lives. Over nearly three decades, he has built a business rooted in reliability, accountability, and community trust. His experience as a small business owner has given him firsthand knowledge of what working families, homeowners, renters, and local entrepreneurs face every day.

Professionally, Leonard serves as a Director of Facilities and Public Safety at a cultural institution, where he manages critical building systems, security operations, emergency response, capital projects, and day-to-day facility operations. His work requires leadership, planning, problem-solving, fiscal responsibility, and the ability to bring people together to get things done.

Leonard also serves as Chair of the City of Inglewood Construction Appeals Board. As a Commissioner he has gained direct experience with city processes, public policy, development concerns, and the importance of transparency in local government.

Beyond his professional work, Leonard is deeply committed to creating pathways for the next generation. Through the LR Foundation, he has helped introduce hundreds of young people to careers in the skilled trades, entrepreneurship, leadership, and community service. He believes every young person deserves access to opportunity, mentorship, and a real path toward success.
